This court ’s history and jurisdiction over litigation

Tainan District Court, Kaohsiung Branch Office was instituted to accept the business of registration only on July 1, 1925 when Japan occupied Taiwan. On the 15th day of March 1933, Tainan District Court, Kaohsiung Branch was upgraded to accept the matters of judgment. On the 20th day of December 1940, Kaohsiung District Court of Taiwan functioned independently. After Taiwan restoration, Taiwan Kaohsiung District Court was founded on December 24, 1945. Its jurisdiction over litigation spread on the territory of Kaohsiung City, Kaohsiung County, Pingtung County and Penghu County. Taiwan Penghu District Court was established in December 1949. In January 1950, Taiwan Pingtung District Court was set up to rule both Kaohsiung City and Kaohsiung County. From the date of April 13, 1996, this court’s jurisdiction was extended to Taiping Island and Tungsha Island over which Kaohsiung Municipal Government was authorized to have control.

This court functions to pass the first trial on the cases involving civil and criminal litigations and non-concentious cases, and the second trial on the cases involving civil and criminal summary procedure. Its jurisdiction over litigation spreads on the regions of Kaohsiung City, Kaohsiung County, and Taiping Island and Tungsha Island over which Kaohsiung Municipal Government was authorized to have control. Kaohsiung City is divided into eleven administrative districts including Yen Cheng, Hsin Hsing, Chien Chin, Chien Chen, Ku Shan, San Min, Tsoying, Ling Ya, Chi Chin, Hsiao Kang and Nan Tzu. Kaohsiung County is composed of 27 administrative districts including Fengshan City, Kangshan Town, Chishan Town, Meinung Town, Shanlin, Neimen, Chiahsien, Liukuei, Sanmin, Taoyuan, Maolin, Yungan, Mito, Luchu, Alien, Tienliao, Yenchao, Chiehting, Hunei, Taliao, Tashe, Tzukuan, Niaosung, Linyuan, Tashu, Jenwu and Chiaotou Hsiang. It has jurisdiction over a population of 2.75 million, occupies a vast land, its industry and commerce are growing rapidly. Relatively, the demand for involvement in litigation to solve the disputes is also sharply increasing. According to the statistics, this court accepted the incoming cases totalling 501,645 in 1998, drastically increasing to 577,534 in 1999, up to 619,772 in 2000, which was more 42,238 cases at nearly 10% rate than those in 1999. It is evident that the case load is growing quickly.
